Though government guidelines permit elected officials to attend in-person citizenship ceremonies, the ceremonies are officially supposed to be non-partisan.
“The Department of Immigration confirms that Prime Minister Carney’s bilingual congratulatory video should be received by the department in the near future,” said a French-language memo, per Blacklock’s Reporter .
The Prime Minister’s Office did not respond to Blacklock’s questions yesterday regarding the video.
Video to be played midway through ceremonies
An Immigration, Refugees and Citizenship Canada spokesperson told Blacklock’s that the video would be played halfway through ceremonies.
“During both virtual and in-person ceremonies, the presiding official will typically pause the proceedings after the Oath of Citizenship is taken to play this recorded address,” IRCC spokesperson Anahita Beladi said.
The memo reportedly did not detail what Carney would say in the taped remarks.
Rules regarding elected officials at citizenship ceremonies
According to the government’s website, “Elected officials such as senators, MPs, members of provincial or territorial legislatures, mayors and city councillors cannot host or sponsor ceremonies in their personal or political capacity.”
It said they may attend as a special guest, but cannot plan, fund or preside over the event.
The only exception is the Immigration minister, who can administer the oath of citizenship and preside over a ceremony, it said.
According to Blacklock’s , over 3,000 citizenship ceremonies are held every year across the country.
