Hamilton man slated for court in 1992 Rochester cold case murder

Victoria Jobson was one of the countless casualties of the crack epidemic that ravaged inner cities in Canada and the U.S. in the late 1980s.

Jobson, 30, was reported missing by her family on Oct. 11, 1992.
Two months later, a person walking on Rochester’s Rutter St. found her naked body in a vacant lot. She had been stabbed multiple times, and detectives said the vivacious mom had been dead for some time.
Cops believed she had likely been murdered at a different location, and then her body dumped.
Case went cold for three decades
For more than three decades, the Jobson murder was ice cold.
Then, in January 2024, Rochester homicide detectives announced they had made arrests in the horrific slayings.
Roy Green, 58, of Hamilton was arrested and charged with murder. According to cops, Green fled back over the border to the Six Nations Reservation. He has pleaded not guilty.
He was slated to be in court in the Empire State city on Monday. His pal, Arthur Jason Jr., 59, was also arrested and charged with second-degree murder.
“This has been a long time waiting for this family, and now he’s been indicted and the wheel of justice will move forward,” said Mark Mariano, a retired Rochester police sergeant, told News 10 .
‘Like a recurring nightmare’
A second man was also charged in the murder of Jobson, a mother of two whose life came off the rails when she discovered crack cocaine.
“It’s like a recurring nightmare. It’s like putting a Band-Aid on a wound and ripping it off every few years for 32 years,” her daughter Keisha Washington said.
Jobson had been a happy, fun-loving young woman who loved to sing and dance. She had been in a 14-year relationship with the father of her two kids, Curtis Washington, who had been a DJ at a local club.
When they split up, she discovered crack cocaine and began selling her body for sex to feed that crippling addiction. Before she vanished, Jobson was shacked up with her quasi-pimp, quasi-boyfriend.
The troubled woman and Tony Jackson lived in a decrepit red brick apartment building along the Genesee River.
Her weight dropped to a stiletto-thin 100 pounds, and her parents told Washington to get the children. After that, all hope was gone, according to 585 magazine.
Arrested for prostitution
With Jackson, there was no love. He sat on the porch and watched her go with the johns. Jobson would be arrested four times for prostitution. Then she was dead.
Green had been on the radar of homicide detectives for decades. The problem was they couldn’t find him for questioning.
Rochester’s homicide unit hinted new information had them circling back to Green.
He was returned to Rochester in handcuffs with an escort from the U.S. Marshals.
