Led by skip Fay Henderson, Scotland edged 2-1 up on Turkey after four ends.
But they trailed 4-3 after blanking the ninth and could not make the hammer count in the closing exchanges.
Team Scotland - made up of Henderson, Lisa Davie, Hailey Duff and Katie McMillan - are next in action against Switzerland as 13 nations compete for the title.
Turkey have won both of their matches so far, while host nation Canada are out in front with three wins from three.
